Serving as Mumbai’s upcoming Premier Film Festival, the Cafe Irani Chaii International Film Festival (CICIFF) held is founded to showcase Mumbai and Bollywood as the Biggest Film Industry across the world. With an aim to exhibit the most captivating and innovative content, the three day CICIFF 2020 festival is slated to happen from MARCH 13-14, 2020.

Breaking all stereotypes, CICIFF's mission is to present quality films from around the world as well as support, recognize and honor film makers. CICIFF festival intends to connect the film fans and movies goers with the world, especially the serious filmmaker and their associates so as to bring about greater understanding of the art of film making.

The Festival is being organized under the aegis of Café Irani Chaii Foundation and with support from the Indian Film Industry and film makers from around the world.

The entry form / application will be considered only on receipt of Administrative film submission entry fee as mentioned above by Cash / DD / Cheque, or Online Money Transfer.

All entries must be sent to the CICIFF prepaid and insured for your own protection. Entry form, DVD, Synopsis, Posters, Publicity stills and other material should reach Festival office on or before December 31st, 2018.

1. DATE & PLACE
The Festival will be held in Mumbai from January 12-13 2019.

2. REGULATIONS
The programme of the Festival will be divided into the following categories:
a) World Premier / Asian Premier / Indian Premier
b) Feature Film - Released & Unreleased
c) Documentary / Short Fiction / Animation Film / Public Service Film
d) Classics / Homage / Retrospective

3. COMPETITION (Open to all Directors across the Globe)
Films entered in the Competition Section must fulfill the following conditions:
3.1 To be categorized as Feature films, the running length of the movie should be more than 70 mins. Short Films must be under the duration of 30 mins and PSA films under 7 mins. Music Videos can have a length of 12 minutes maximum.
3.2 They must have been made / released between 1st April 2014 and 15th October 2018. Eligibility period will be determined by the Censorship visa / certificate of the country where the film has been produced.
3.3 In the case of co-productions, at least one of the producers/production companies must have the right to sanction the participation of the film in competition in the Festival and authority to receive award, if any, is won.
3.4 Entries will be subject to preview by a committee constituted by this Festival Director. A film which is not accepted for the Competition Section can be shown in the World Premier and / or Non Competition Section
3.5 The competition will be held subject to the acceptance of a minimum of seven eligible films from different Continent.
3.6 The decisions of the jury will be taken by a simple majority of the members present and voting. The jury can evolve its own rules for assessment of the entries. The Director of the Festival, the Festival Programmer for LCIFF and the Chairperson of the jury can attend the deliberations of the jury but shall neither participate nor vote.
3.7 No person in any way connected with the production or commercial exploitation of a competitive entry will be a member of the jury.
3.8 The Festival Director reserves the right to exclude films which are not in conformity with aims of the Festival

If any category does not receive a minimum of THREE Films will not be considered for evaluation of Awards. However, the maker of such a categorized film will be honored with a Special Stand Alone Certificate.

5. ENTERING FILMS IN THE FESTIVAL
5.1. Film Producers, Distributors their duly authorised representatives or duly authorised government organization / agency of the participating countries may enter their films for the Competition/World Premier in the enclosed Entry Form.
5.2 The film should be a Feature Film and should have been released after 1st April, 2014 or awaiting a release (Not necessary for unreleased film or those to be shown in the World / Asian / Indian Premiere sections
5.3. Films can be in 35mm/70mm/16 mm and/or Digital format with optical soundtrack
5.4 Films are now accepted either online or on a pendrive.
5.5 The Festival Director may also invite films it considers of interest.
5.6 The Form, duly filled in, separately for each film proposed to be entered should reach the Festival Director by December 31st, 2018.

6. NOTICE OF PARTICIPATION
Entrants should inform the Festival Director by January 5th, 2019 about their participation, including the titles of films and the names and addresses of the directors, producers, production companies and world sales companies against each film titles.

7. PRINTS / BLU RAY DISC / DVD’S FOR SELECTION
7.1 The copies of films may be sent on a pendrive for purposes of selection so as to reach the Festival Director not later than December 31st, 2018.
7.2 The film for selection to CICIFF 2019 should be sent “freight pre-paid” i.e. at senders cost.
7.3 Festival Director will not pay any charges including air-freight charges. It may also please be noted that the Festival Director cannot reimburse any freight or other charges in foreign currency, unless previously agreed to in writing.

9. SUBTITLING
9.1 Subtitling is necessary and compulsory for films that are not in English language or in Hindi (Indian Language)
9.2 Films will normally be screened in their original language/version. Films in language other than English / Hindi (Indian Language) must have subtitles in English. Films without subtitles, or with subtitles other than in English, shall not be screened in the Festival.

10. SCREENING
10.1 Entries under the World Premiere / Asian Premiere & Indian Premiere shall be of films certified by Information and Broadcasting Ministry or Central Board of Film Certification, India. The Festival Directors discretion in this respects whether to screen a film without the CBFC Certificate or not shall be final and binding.
10.2 No accepted film will be shown outside the Festival city by the Festival Director.
10.3 The Festival proposes to have a maximum of 3 screenings per film and shall not exceed these at any times.
10.4 The Festival Directors hold the absolute rights whether to screen a film or not irrespective of it being entered into the competition category for Jury. The Festival Directors decision is final and binding in such case and no requests will be entertained.

11. EXCERPTS / PROMOS FOR TELEVISION / CHANNELS
For promotion of films entered in the Festival on television and satellite channels, producers/ authorised entrants are requested to supply four excerpts of the film(s) entered, each of a maximum duration of three minutes, to the Festival Director. These should be supplied preferably on DVC Pro format or Beta (PAL system) format.

12. GENERAL
12.1 Films not presenting sufficient technical qualities for good public screening can be refused after checking of the Blu Ray Discs / DVDs / Prints by the Print Checking Unit of the Festival Director.
12.2 The participants must ensure that they have the right to participate in the Lake City International Film Festival, Mumbai, India with regard to parties connected with the production / distribution of the participating film and / or other right holders/licenses.
12.3 Participation in the Festival implies acceptance of these and all Regulations as specified.
12.4 The Festival Director will decide all matters not expressly provided for in these regulations but in conformity with the provisions of the International Regulations for film festivals and its decisions shall be final and binding on all parties.

IMPORTANT NOTE FOR SUBMISSION & PARTICIPATION OF FEATURE FILMS / SHORT FILMS / FICTION FILMS / DOCUMENTARIES / ANIMATION FILMS / MUSIC VIDEOS.

 To be eligible for inclusion, the films should have been made not before April 2014 and the duration of the films should be 30 minutes or less. For PSA films, the duration should not be more than 5 minutes.

 Entry form should be completely filled in with all the applicable information. For added publicity and to promote your films on the web, with media and in the Festival program, you can send a press-kit of the film which includes film stills and director’s photograph on a separate CD / DVD as well as its hard copy.

 All entries must be sent to the LCIFF prepaid and insured for your own protection. Entry form, DVD, Synopsis, Posters, Publicity stills and other material should reach Festival office on or before December 31st, 2018.

 Participants can send as many entries as he/she likes. However, please submit a separate submission form for each film. For films other than in Hindi / English language, the film must have English subtitles.

 To be considered for selection in the Opening Film category, the films should not have been presented in any Indian Festival or released on video / telecast / internet. Preference will be given to world premieres for films of high quality value and that carries a good social message.

 Selection of Films for the LCIFF will be announced on or after January 1st, 2019. However, the festival committee reserves the right to accept or refuse any film without assigning any reason whatsoever.

 PSA Films : PSA or Public Service Films are mainly done for a social cause as well as create a public awareness campaign to inform or educate the public on a multitude of issues - right from health and safety to AIDS to Cancer, from anti-smoking campaigns to energy saving issues or even on animal cruelty, protecting the environment, crime prevention and the like.
To qualify for eligibility in the PSA Films category:
1. Films must be original and in the public interest giving a message to the society.
2. Films may be on any theme but should not be anti-government or on a controversial issues and should be non-religious with a running time of max 5 mins.
3. Films can be Silent or in any language. Films that are not in Hindi / English should carry English subtitles and can be animated or general.

NOTE: Festival Director, Programmer, Selection Panel and Jury shall determine selections and / or Award Winners at their sole discretion. LCIFF authorities at any time would not entertain any request pertaining to selection films and / or awards. Decision of the LCIFF festival authorities regarding all matters not expressly provided for in these rules and regulations or which require interpretation of the clauses mentioned above shall be final and binding to all parties.
